What are you confused about?
IIRC before JULY 2013 you needed to have your LTCH on you while you carried. Since the law re-write that is not the case anymore you just need to have one.
Suspect that this case occured (ie. the arrest) BEFORE JUL 2013 and it just now coming to the courts.

I thought the law change July 2012 even though the incident happened June 30 2012. It would be nice to get the hole story.

2012 might be the right year in any case this occured BBBEEEEFFFOOORRREEEE the law change so probably why he just got a slap on the wrist vs the book thrown at him for a victimless crime that he committed.

For belts you can also check Star Uniform in Portage on 20. They pretty much cater to the LEO community and they stock lots of nice gun stuff there, including belts that dont suck. With that said, I still love my SOE.
