    This is the entire point of an HOA, to bring the weight and threat of the government into private property issues like parking. Otherwise there is no point to a contract whatsoever, they are all ultimately enforced by the government.
    There is absolutely no government involvement in a private HOA. A private business agreement between consenting adults is not government. The only time government is involved is if there is a breech of the contract and one party has to sue the other to perform as they agreed to.

    Why the need to redefine a private contract?

    Ok, without government what power does an HOA have? The entire point of a contract is to involve the government in the agreement as the ultimate enforcement agent. Your entire post is a contradiction. You should have a podium at the White House.
