    Pres vents anger at Democrats blocking actions on long-pending nominations that he says are needed to deal with the Coronavirus crisis. Threatens to use his authority to adjourn Congress so he can make recess appointments. Denounces what he calls "phony pro-forma sessions."


    Might need some more context here, but that authority plainly does not exist.

    He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United States.

    And isn't this only relevant if the House and Senate can't agree on an end date for the session? They've already agreed on a date.

    He could absolutely push the issue on pro-forma sessions, if they can't agree to adjourn but are not in session I absolutely believe he could assert the power to adjorn them (he doesn't need any viotes) and let the courts settle it. He can certainly call the senate back into session, that seems clear in the language; and if a simultaneous 50 state disaster declaration isn't an 'extraordinary occasion' then what is? This should not be interpreted as me saying this is a good idea, your stipulation upthread was that the power didn't exist

    It would be quite the dog and pony show. It is obvious the pro forma sessions are a fiction to prevent recess appointments without actually having to give up their vacations. I don't think anybody knows where those chips would fall and thus they may not risk it. Trump would be burning up political capital with McConnell that he may not actually have to burn. **** McConnell off and he may vote with the minority to prevent any disagreement from being the leverage Trump wants, but McConnell may be facing a tough fight to hold the senate and has to calculate whether he wants a falling out with Trump at this time (or ever)

    This is quite a conundrum. It will be quite hard to get a significant number of people truly lathered about this because it is so arcane and Trump is already so polarizing, but no one other than Trump could likely have gotten anywhere near the bottom of this. A McCain- or Romney-like RINO would long ago have rolled over and tried to make nice with the press and opposition party (and quite probably have lost even more seats in 2018).

    IMO Trump is still the man of the hour, but it looks like it could be as close a thing as 2016 was. I really hope the petty tyrants at the state and federal level continue as they have been and give the people a bellyful of tyranny fresh in their mind when they go to the polls (and I hope they have to go to the polls).
