Depending on how much you shoot, you might consider joining Elwood Conservation Club. For around $65/year you can shoot whenever you want. There's almost always someone there, but I've never seen it full. They have 5, 25, 50, 75, and 100 yard lanes. Outdoor but covered.

I wouldn't guarantee it. Let's say you have a rifle that takes .22 mags, but can also shoot .22 shorts. You also have a .22 lr pistol that feeds .22 shorts. This doesn't necessarily mean that you can shoot .22 mags from your .22 lr handgun.
