How is it that SnS can get around the ban with a new name when others can't pull it off?

I'm not going into his entire history, but when I was still a mod it was eventually just easier to let him stay than to keep chasing his dozens and dozens of accounts. Since he was more-or-less behaving himself, it was the path of least resistance for the all-volunteer staff that only moderates INGO in their spare time. Now that he's been finally banned again, though, I expect to see dozens and dozens more accounts created by him.
