I said it already, but I am really wanting to know why no one was on the water tower. Even if shorthanded and no aerial technology, eyes up on that water tower from what I can tell would see all the roof tops including the ones the snipers were on. Can somebody please tell me why this would not be a must do even if short on staff?

I work in a similar building, yeah, I would definitely know if someone was walking or belly crawling on the roof, even with most of the machinery running. There was a goose on the roof once, we actually went outside to see who the hell was tromping around up there!
