1k per year is definately enough to keep your skills honed
as I found out a couple weeks ago when I shot for the first time in over 10 months skills are perishable. Going from 2-3" groups @15 yards a year ago to 4-5" groups a couple weeks ago made me a sad Panda. *Wasn't able to get to the range at all while Wifey was pregnant unfortunately, hoping that the new range going in BeechGrove will make it easier to tear time away more often*
