Well, they can deploy out of an escape hatch.
But, then you can only deploy a couple at a time, and by the time you get them out, the first ones are running out of air.
And, mini subs, or boats, would have to be strapped to the outside.

This way they can stay submerged, and let the entire group out at once.
And, if you are to recover hostages, the hostages may not be able to handle underwater.
So, we can bring the sub up to 'decks awash' and float the returning boat into the DDS, and then take the express elevator down.
