If they aren't ... we are Real friends are the greatest asset when SHTF... If your Neighbors are cool then form a watch group. If not - forming a trained response force with friends wouldnt be a bad idea tactical wise; Legally and liability wise... not so much unless they are active LEO or Military. Still, when you need back up - gotta do what ya gotta do. 911 is more of a legal formality now. All of that said, if SHTF would it really matter? Forming up response forces and groups to take care of each other and survive is paramount.
