Maybe. Most departments just need more ethics training and restructuring to enforce integrity expectations.

I would say that handing out a criminal's reward for criminal actions would only require a few examples to get the point across.

Kinda funny, one guy's truck had a cover on it (pop up kind) and they couldn't get it open. He had to get out and show them how to do it!

To some, but different people have different motivators. A CIVILIAN investigatory board which does not work with the police would serve better for ensuring ethical behavior across the board.

The last time I car jacked someone, I made them lock me in the trunk and drive to the drive-in theater. Made them put a speaker by the trunk too because I didn't want to get caught being there without paying.

I'm sure there is in every department, but nothing that I would consider adequate given the nature of LE work. Regardless, it shouldn't be just one time training. It should be recurring and stringently enforced as well.
