I think it's based on a theory, that any society based on a 'ruling class', and 'slave labor' will eventually evolve where the rulers don't know how to do anything, become fat and lazy, and eventually fall to the people that know how to do stuff.

Basically stating, that while everyone knows that it's bad on the slaves, but adding to it that it is bad on the non-slaves.

They just evolved it into a story.
