I would think that any Colt style 9mm upper will work on your Palmetto lower. BUT, you must have a bolt cut to work with Glock mags. So, in other words, the bolt is the main difference between Glock mag and Colt type 9mm AR's. You can have a Colt style bolt machined to work with either setup.
I just recently began loading 44 mag. 700X is a fast powder for 44 magnum, I would think. I have used 700X for other calibers and dislike it because of poor metering.

I have used a Chinese made splitter from Rural King with a two way wedge. It is was about half the price of the amazon model you linked to. It split everything I had tried.
Also, very easy to clear wood stuck to the wedge, unlike a stationary wedge.

I have used PROMO with good results. PROMO load data is the same as Red Dot by weight. Volume of these powders at equal weights is different though.
I would use Red Dot if the price is right.
PROMO is a low cost powder I like. It is similar to Red Dot. I think PROMO is only available in 8lb. jug. Great in 9mm with plated and lead bullets I have loaded in the past. I remember buying 8lbs. for $70 - $80, probably never see that again.

I have shot Marlin (1894?) with 38's. It worked fine. As quiet as a .22 rifle.
Also have shot the Legacy PUMA, made by Rossi. It was a stainless model. It would not shoot to point of aim. Needed a taller front sight. Never shot 38's.
