It's stories like these that make me glad that I have great neighbors. We even have keys to each others houses.
I too live in the "French Quarter" I like to toss flash bangs on my drunken neighbors porch at 4 am on Sunday mornings, I feel obligated as a pillar of the community.

If you plan to stay around, you might want to put up a couple layers of some thick plywood paneling. Maybe a wall of sandbags inside the fence. Your landlord should pay for it all.
I am an EastSider as well, and luckily I have good neighbors on both sides of me, and three houses of good people across from me. We are like a little oasis of mutual open eyes and back watching. The rest of the street isn't too bad....bad eggs come and go but never seem to last four whole seasons. We have been renting this house for five years this year, and two of my other neighbors rent also. The homeowners around us get a little jumpy anytime they suspect we might be thinking about moving

Every time I come back from the range I clean my rifles on the front porch, in plain view. I take my time and I make sure people see me doing it. I like most of the people around me on the east side and I wave to my neighbors and say hello. I want people to know my house is armed.

When we leased a business front, it was in a high crime area and my father had welding experience. He bought and welded bars on all the windows, and the front gate that closed over the wooden doors. LL accepted the bill, just have to make sure to let them know it's in their best interest.
IIRC, the post said that the landlord would be required to pay for it. A renter can't simply make an improvement and expect the landlord to pay for it. It can be negotiated, and maybe the LL will pay. Sounds like you got lucky with sticking your landlord with that bill. If it had been my property, I would have said "too bad - we should have discussed it first".
