This is true. For example a cyclist(s) can be using the road in a legal manner. S/he can also be travelling in a manner that holds up the flow of regular car traffic, knowingly, willingly, and without consideration for others. See, the cyclist can be both, at the same time -- a lawful user of the road and an EA.
