I can see some similarities with our original Constitutional Government. Not the PM & President thing, but the people elect one house and the local government appoints the other house, a Constitutional overseer (like SCOTUS).

Actually their "constitutional council" if I am reading correctly is made up of previous presidents and other presidential appointees. They do not have state govs like us. they have small districts that only handle extremely local matters. the Big "federal" gov handles most everything.

And the people elect the local government.

Yeah yeah. We elect our state legislature, then they used to elect our state's members of the Senate. So very similar in that regard.
