I believe so but I'm not 100% sure. I don't see a difference though. Reckless driving is illegal with or without without a license. I do lots of driving in town and I see many bicycle riders being just as dangerous by disregarding traffic laws.

No licence, so if they get pulled over you cant keep them from driving again since cops cant cancel their licence, maybe a judge can but im not sure.
