    Nuetural rep is what new members can give...if they have never received rep{they will have little rep power} so the rep they give is considered neutral..

    You can never relax!! ;)

    I have begun to notice that. I thought, well expat, once they move out and are on their own, you won't have to worry. Then you hear about the accident that occurred on the same route your baby girl goes to work... or the rash of home invasions in the part of town she lives in... or when she is visiting you notice her tires are nearly bald and you ask when she is getting new tires. She can't because he doesn't have any money. Guess who does... thanks Dad. it goes on and on...
