EDIT: I took this picture, from my seat in Starbucks on the Circle. The driver pulled up and parked, while his partner went in and stood in line for about 10 minutes for coffee.

Roadie, I can see your point, but the driver's still there. Yes, the gear shift was probably in Park, but the purpose of that law is to guarantee access to the hydrant in an emergency. If a fire broke out, the driver would have moved the vehicle before the engine company got there, and I think the same rules would apply. Consider that a vehicle stopped, in Park, turned off on a school property is still considered to be "operated" by a LTCH holder who is armed.

The appearance of double-standard is there, but I think in practice, it is not.
