Some airports, airport personel are allowed to do so when large flocks come it. Most airports have loud speakers that blair anti-bird crap.

No, most bird strikes happen away from the airport. Even at high altitudes.

Besides, if you were a bird, how would you feel if a gigantic flying cat came at you on your own turf, the sky!?!?!
