He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient…

Doesn't say how often or the manner in which it must take place.

It says "in practice," so I take it mean it's not a requirement for it to be in the House.

Since 1913 all Presidents except one have delivered the SOTU in person in the House most of the time during their term. That is the norm although there have been occasional written addresses. Since almost 50 million people watched Trump's first SOTU I can see why the witch pelosi would do anything to obstruct it.

Is it obstruction when it's your right to do so? I mean Pelosi is the speaker of the House, and she has the right to invite or NOT invite whomever she chooses. Childish, sure, but not obstruction.
