The equivalent of 1300 to 2000 modern windmills, with 24 hour all-weather generating capacity, on just a couple thousand acres of Arizona scrubland - with most of that area used to keep people away, not needed for the infrastructure itself. No underwater cables to maintain and/or protect, place them near where the power is needed. Let the nimbys rely on wind and solar and sell them high priced power when brownouts threaten

Talking about "payback" from a wind turbine makes no sense under the Green New Deal.
Under the GND, all people will work for the common good for no pay. All their needs will be provided by their sharing neighbors.
