I found one site where Benjamin Ceugnart, Competitions Calendar Project Manager for the Olympics said starting Rugby 7 before the opening ceremony made for "smoother logistics". Then there was another site where the same guy said it was because of "player recovery time".
I tend to believe "field availability" above.
Rugby 7 uses the same field as "athletics" which is track and field, also known as "real Olympics". This starts on August 2 and the Rugby 7 competition is completed on July 27. So maybe it takes them that long to set up stuff on that field. If it doesn't take 6 days to set up the field then they are blowing smoke.

This kind of points out that there are any number of large college towns in the US that are better equipped to host the Olympics than Paris is.
