To answer your question:

Start regedit
Navigate to: HKEY_LOCAL_MACHINE\SYSTEM\Setup\UpgradeNotification
Change the value of UpgradeAvailable from 1 to 0
Reboot

it is due to a "new" windows update KB2973544 Inside of Windows update it claims to "resolve a issue in windows..." but when you read the KB Article and it says "If you have Automatic Updates enabled on a computer that is running Windows RT or Windows 8 and that has update 2871389 installed, this update can automatically start the update process to Windows RT 8.1 or Windows 8.1"

Iif you uninstall this "new" update then hide this update in windows updates it will not auto upgrade.

In short you allowed a prior update that have permission for Windows to later update your pc to 8.1.
Note if you don't update to 8.1 ms will cut you of all updates on the

RESISTANCE IS FUTILE YOU WILL BE ASSEMBULATED

unless you say f888888 you ms and turn off All updates.
