Why would the Zetas or any other cartel target a facility for people with disabilities though? And why would anyone that they would target be using such a facility for a meeting?

I think I heard there is a parole office there too. I heard scanner traffic about evac-ing the parolees and staff who sheltered in place.

I want to know who had the facility rented. That could be telling.

It was a conference building being used for a county Christmas party where I'm assuming local government employees were.
