If you are suspected of violating some ordinance or committing an infraction then you have to provide the information otherwise no ID is required.

Better yet I would ask your buddy to give you the IC that backs up what he claims.

I was told by a LEO, that is also a very good friend, that anyone over the age of 16 in IN, must carry and provide id to any LEO that asks for it.

To paraphrase Ronald Reagan, the trouble with many LEOs is not that they are ignorant, but that they know so much that isn't so.

If I'm not mistaken I believe vagrancy or loitering would be considered an ordinance violation, so yes you would have to identify.
