    If you watch the video again...he's walking/running toward her. It looks like she hears his footsteps and turns as he gets there, she looks to reach towards her collar to put sunglasses on or something. It COULD have been that as he reached her he saw her reaching and turning so he jacked her to foul a weapon draw/access.

    A guy at work noticed it and I was against the cop the other times I saw it. He mentioned it and I was like...well actually that could be. If the officer can annunciate that threat he should be good to go. If he was threatened he would have been running the whole time rather than walking fast and then jumping/pushing as she turned and reached.
