It does seem like the prudent thing to have done would've been to admit that he paid Cohen out of his own pocket right off the bat. It might still look kind of scummy, but would've taken the whole legality question out of the equation.

ETA - Giuliani makes the point that Trump wouldn't have necessarily known what Cohen was using money paid to him for. That seems plausible I suppose, given the financial dealings at that level.

I’m kinda hoping that rather than it just encouraging further spiraling into the muck, maybe people will decide that they’ve seen enough of the bottom of human morality and would like to assend to a better existence.
