That right there would make the immigrant problem grind to a halt. Many hard working folks will come here, work for 5-10 years, sending everything surplus home to family they left behind. They would then return home to a paid off house and several years worth of cash to live off of. And that is AFTER the family back home used some of the cash to live.

Find a way to stop that flow of cash back home and there would be much less incentive for them to come here. Sure, they could squirrel it away and try to carry it back themselves, or snail mail it. But if they cant sneak across the border and within weeks have cash in hand of the family they left behind, they may not be as eager to come.
