2 Things:
Either he never got notice and, therefore, the court had no jurisdiction to order him to pay it in the first place, OR
He got notice of the proceeding and ignored it or otherwise chose not to defend himself. My bet's on the latter.
Not a smart course of action.

I'm spelling it the way it is most commonly pronounced by them. And I've never heard it pronounced like that. I'm not saying they're lazy. But they don't tend to pronounce syllables they don't think are vital to to understanding them.I think you mean Missississippi.
