The trick is you can't possess them at the same time.

So until I get my lower registered I've bought shooter521 a really nice Noveske upper.

If I had it locked in a safe at another residence with no other ARs owned by said resident would I be good?

You could buy an inexpensive lower and permanently have it as a "pistol" with pistol buffer tube to account for other < 16" uppers, right?

Yes. An upper is just a parts assembly, so you'd be fine.

Snapped this pic through the ACOG. The Red barn is just over 1mile from my front porch. I'm estimating the fence row at the end of the woods to be somewhere between 800 and 1000yds. If there wasn't a state highway in between the house and the fencerow, I'd have a sweet long range "range" to shoot on!
