It is nearly impossible to stop a lone gunman BEFORE they strike. Carry your sidearm and keep you head on a swivel...that is how you stop a lone gunman. The CIA, FBI, etc will not be able to help us. These guys are too far below the radar for them.

The problem with managing massive amounts of information is making it useful. You can find trends that lead to groups not individuals. He was identified enough to cnx his passport but not enough to constantly watch him. Hindsight can approach 20/20 but foresight tends to be purblind.
