First rule is to have a gun. A .22 that she is comfortable with and can shoot is still better than trying to throw rocks that may not be available anyway.

You cannot buy a handgun in a gun shop. You can buy from a private party at 18-20. Ammo may be more problematic but the private party route is still available.

And if you check availability there isn't any for anything rimfire and very little in handgun or rifle with a few exceptions that are not common. But at least there are pretty pictures of the ammo you can't get.
I have had a 22S for 5 years or so. My only complaint is that when my daughter comes to the range with me I never get to shoot it. Runs just fine on bulk ammo and the easiest field strip I have seen.

Just a heads up for those in the area. Stopped at the Rochester Walmart this evening. They had .45, 9mm, .38 Special, .380, and .22 mag at what looked to be standard pricing. No .22 or .223 or .357 mag. If you need some they are a fairly new store and may have something you can use.
