I've discussed INGO's position dozens of times. It's ensconced in the FAQ, even. I'm not going to go over it again. It's a solid policy and it works for us. People who violate the policy are simply not people I will ever do business with.

You should check to see if they were a site supporter. I don't think you can even use PM until 50 posts unless you've paid a fee to be a site supporter. If he/she did pay the fee, than they are able to use classifieds too.
