I know exactly where that happened. The truck with the camera was on the ramp to get on WB I74 from hwy 421. The truck that crashed was on the exit ramp from 74 Eastbound. Looks like it exited the interstate and it's brakes failed.

That's the exit for the Honda Plant in Greensburg.
