You should be able to do that using the admin tools from the host. They've dumbed it down pretty well so its just an interface these days. You shouldn't have to add the 301 record manually.

But if you have a page, javascript is the easiest way.

If you have just a domain through HostMonster you should be able to do it using their admin tools. I wouldn't modify those files manually.

It can go anywhere. Typically its in a <script></script> tag in the head section. But it can live anywhere.
