Depends on when and where she's shaking it. If it's in a strip club then no, if you notice it and leer while she's naturally walking down the grocery isle, then yes.

Normal situations depends alot on how the man acts too. I referred to leering before, but if a guy is a gentlemen and admires the beauty of the womanly figure, it's different than him whistling, panting with his tongue hanging out. The latter being degrading and exploiting, the first is more complimentary and maybe even flirtatious.
