I'm pretty sure I have seen those on quite a few trucks at shows. I'll have to see if I can figure out what they are called. CM might know or some of the guys in the hotrod thread...maybe Rusty?

I have seen those wheels on trucks around here or something very close. I bet they are common enough.
It is the difference off center of the wheel. Offset out or in.
