Studies show that adolescents who spend more than three hours a day on social media are more than twice as likely to suffer from anxiety and depression than those who do not. Three hours a day may sound like a lot until you also realize that the average among adolescents is almost five hours.
I'm reading a book titled the Anxious Generation. It's about how kids went from a play based existence where they were outside playing having fun. To now where you can't spot a kid without a phone or some type of device. And the mental affect it has on them. My wife and I were at a restaurant a while back. A group of mothers and their kids came in. Every kid has some type of electronic device. I was riding my bike by a local park last week. There was a kid being pushed on a swing by an adult. The kid was holding onto the swing rope with one hand. In the other he had a phone he was looking at. And the adult while pushing the kid was looking at a her phone too. Ridiculous.

    Sounds reasonable to me.
    Still can't advance.
But a Commander isn't losing someone that may be mission valuable.
He (or She) can try to 'redeem' this sailor.
    It may take awhile.

Also, what if they miss it by 2 push ups? both times...

    Kick them out for that?

I have no problem with physical standards.

    But sometimes...
Try going on an underway for half a year. Spend most of that time.. across a line on the map where they don't want you to be.
So you're at a modified battlestations, and at ultra quiet.
So, anyone not on watch, is required to be in their bunk.
    No exercise.
Sandwiches, and maybe hot dogs meal each meal.

Then you had failed the physical before the underway, but barely.
Then you come back. and walk into another physical.. cause it's 6 months later.
With no exercise. And VERY limited diet.
