Considering the absolutely abysmal way most grown adult men seem to wash their hands, I don't at all find it to be a stretch that those things are shooting urine at you if you use one. If I see one of those, my hands get dried on my pants...

Obviously exceptions can be made in such circumstances, but developing a lifelong habit of just being nasty isn't a desirable personality trait.

What really kills me is the guys that come out of the stalls and just book it. Your urine might be sterile, but your feces most certainly is not. Society advanced to the point that we have all of this wonderful soap and water everywhere, yet these troglodytes are trying to kill us all with dysentery like it's a game of Oregon Trail.
