Drawn/animated can get away with minimal censoring.

Its pretty odd, the things they pick and choose to censor. Though I've read it's not strongly prosecuted, aside from a few cases.

A face full of... stuff... is a-ok, as one example.

Friend of mine says its rooted in post-ww2 American influence, but it's been around longer than that.

Japan is just odd in-general... there's a schoolyard game called Kancho... where you stick two fingers into the butt-area of someone unaware.

Interestingly enough, you can still find some anime that draw genitalia of young boys (for comedic effect). Even big shows like Dragon Ball and Gurren Lagann. It's not drawn in detail, just a half-circle representing the sackular area and a small "nub". Sort of weird how they have no problem with that.

There was even a show here in the US on Toonami/Cartoon Network in the early 2000s that did this.

Japan's censorship laws have become a meme over time, birthing the "Lewd" reaction... satirically categorizing things like holding hands to be obscene.
