Their particular tribes aren't recognized by the federal government because they weren't enough of them left.

I think it will continue to fester as long as there are elements on all sides that keep it going. So many organizations have lucrative revenues from selling hate.

That's it exactly. There is a huge profit to be made on hate and misery! Plus, as a politician, why have the voting public holding my feet to the fire when I can keep them fighting and killing each other instead!
