Rule #1: You can never have too much ammo.
Rule #2: If your house is on fire, any ammo is too much ammo.
My feeling is get a sizeable stash (a couple thousand per caliber) of ready-to-use ammo, then invest in the capacity to assemble more as-needed (get into reloading).
But commercial or milsurp ammo does have a appreciative aspect--the stuff really doesnt get any cheaper unless you buy it in the middle of a bubble (like right now). Kind of like they say: It will never be as cheap as it was yesterday.
