Culp v. Madigan, Seventh Circuit federal court of appeals denied (2-1) a preliminary injunction against the State of Illinois as to its denial of carry licenses to non-residents.

The case will now be set for hearing so the plaintiffs can present the merits of their case.

IL does have a non-res license. But it can only be applied for if you are a resident of a state "with substantially similar laws" as determined by the state police. At the moment there are 4 states that they have decided meets the requirements. HI, NM, SC, and VA.

... and the fee for a non-resident license is double, at $300.

Plus the 16 hours of training.

Not only that but the resident of these states also have to have a CCW from their home state. That pretty much eliminates anyone from HI. Jim.

You can carry outside the car as long as you're walking straight to the trunk to lock it up.

The denial of the prelim injunction means that the Court will not vacate the Illinois non-resident provisions until after a hearing, argument and an order.

No front end, have to wait for the back end decision. Make sense?

So let me get this straight. In order to get an out of state IL permit, you have to have a permit from a state that has essentially the same requirements including training.

Yet, you still have to take their training and go through their background check.

Hmmmm.

Something some here may not know; Illinois never willfully passed a carry law. A federal judge in "Moore v Madigan" rulled the total ban on "carry outside the home" was un-constitutional and gave the state a time limit to impliment some type of carry law. The current carry law was passed on the afternoon of the last day before the deadline. It was then sent to the current governor who sat on the bill untill his last day when he did an ammendatory veto where he re-wrote the bill into something closer to a New Jersey type law. The re-writen bill was so bad his veto was overriden and about nine months later it became active. Just a little history lesson for the newer people. Jim.

Actually u have to be a Resident of that state not just have there permit. IN residents can NOT get a carry license for IL at all. From my understanding.
