It's Obama's White House staff. The picture was taken during a speech Obama gave to his staff the day BEFORE welcoming President elect Trump to the White House. Some how you get the impression they weren't too happy about who won the election. The false meme is that it was taken DURING Obama's welcoming Trump to the White House.
