I suspect some of the recent events may be real, and some are false alarms.

Modern digital radars do a lot of post processing, including things like decluttering low velocity tracks (think birds). I have this suspicion, much like how the 9/11 attackers found a weak spot, our adversaries may have discovered balloons have a low probably of detection with our current ADRs.

If we have now reduced the velocity threshold for the ADRs, there will now be many more alarms. Some of those may turn out to be adversary assets. Unfortunately, most are likely to be birds, or our weather balloons.
