To be fair there were 3 guys there when the first officer showed up so he didn't know who to drag off and shoot. He finally realized that tubby had some holes in him.

And he didn't kill any of them.

2/3. If you watch the video where the first assisting trooper arrives, one of the citizens that showed up after the shooting was also armed with a gun, if I'm not mistaken. The assisting trooper was so amped up and didn't know who was friend or foe at the time and had the wherewithal to not shoot the assisting citizen just for having a gun.
