The governor's EO says that the local HEALTH DEPARTMENTS have the authority to mandate masks. There are 3 departments that cover Lake County.

1. East Chicago (not quite as dilapidated as Gary)
2. Gary
3. Lake County (We are not Gary or E.C.)

So basically the Town of Merrill-South Gary-Thugland is reasonably powerless.
