    Just wondering. No cellphone service, no internet, news, media TV, radio etc. With that a coup in Bolivia might have worked?


    Here does .gov have the ability to shut all that down if they so choose? Possibly through the emergency system.

    Ideally you would cut civilian communication prior to, not after. It is, however, very difficult to keep your own vital communications going while keeping anyone else from communicating and to keep the reasoning plausible to non-conspirators for a sufficient time period.

    Exactly. The confusion and cover of an ongoing war was on their side, but it didn't get done. I think Bolivia would have the plausibility of a coup attempt on their side to get the line troops to believe it as well, whereas someplace with a long history of a stable government and peaceful transfers of power would find that a much heavier lift.
