I'd wager more than one. I'm not sure what the point is in banning disruptive members if they're just going to be allowed back later.

I am guessing that if someone does this in such a way that they don't set up a new account immediately, then become disruptive again, it is easy enough to take the approach that if it isn't broken, don't fix it. Conversely, if you have an example like one individual and all 47 of his incarnations, disruptive each time, they certainly are not going to let that fly.

Another consideration is the reason and circumstances behind the ban. The bottom line is that some people have been banned for less than others have been infracted for, and I would imagine that this is factored in as well. Besides which, if they don't become noticeable, it is going to be a non-issue.

You are correct, it is pointless. There are exceptions but they are rare. cbhousen being a rare one.

If I had to ask that question in this case, it would be which of multiple reasons, not scratching my head not understanding it.
