    So why can't they, when receiving "man with a gun" calls, not simply ask, "What is he doing with the gun?" If he's walking down the street with it in a holster and not bothering anyone, they could easily suggest that the person isn't breaking the law and that they should not call 911 unless it's a real emergency. It's not that hard even for a moron, and most dispatchers are intelligent people who could easily be educated in this regard.

    There are about 6.3 million people in Indiana. The last report I could find say there are 300,000 people with gun permits. Go ahead and say it is 400,000. State law says it is illegal to carry a handgun without a permit (if your out and about). So there is actually a very better % the person is carrying illegally than legally, just on the numbers alone. If open carry was legal w/o a permit in Indiana, then the dispatchers should ask those questions, but in most cases, cops are going to respond anyways.

    That might make sense if carrying a gun was a random event that just happened to people. Carrying a gun is a deliberate choice, not a random event.

    It's still no reason to cause panic, call the police, or stop people who are carrying guns. We don't stop people who are driving because they might not have a valid driver's license, do we?

    Carrying a gun is not evidence of a crime, plain and simple. It should not be adequate reason for the police to accost anyone unless they have a valid reason to believe the person does not have a valid license to carry.
